    At the outset, the movant bears the burden of "identifying those portions of the record it believes 'demonstrate the absence of a genuine issue of material fact.'" White v. Wash. Nursing Facility, 206 F. Supp. 3d 137, 143 (D.D.C. 2016) (quoting Celotex Corp. v. Catrett, 477 U.S. 317, 322, 106 S.Ct. 2548, 91 L.Ed.2d 265 (1986)). Once the movant has made an "adequate showing that a fact cannot be disputed, the burden shifts to the party opposing summary judgment to 'set forth specific facts showing that there is a genuine issue for trial.'"
