On appeal, the Fifth Circuit affirmed the district court's dismissal of TCCO because Welsh made general arguments and "failf[ed] to address the district court's reasoning or brief any other relevant issues . . . ." Welsh v. Tex. Civil Commitment Office. 730 Fed.Appx. 257, 258 (5th Cir. 2018). The court farther noted that it lacked jurisdiction to review Welsh's claims against the remaining defendants-"Correct Care Solutions or the TCCO employees"- because the district court had not yet entered a final judgment.
