ORDER

After a trial in this case on May 8, 2023, we read a bench opinion on May 12, 2023. On May 22, 2023, we served a transcript of that opinion (Doc. 83) and entered our decision in favor of respondent (Doc. 84). On June 21, 2023, the pro se petitioner filed a timely "Motion for Reconsideration of Findings or Opinion pursuant to Rule 161" (Doc. 86). The motion not only challenges the opinion (under Rule 161) but also challenges the decision (under Rule 162). It is therefore

ORDERED that we shall treat petitioner's filing as both a motion for reconsideration of the opinion under Rule 161 and a motion to vacate the decision under Rule 162. It is further

ORDERED that, no later than July 21, 2023, respondent shall file a reply to petitioner's motion to reconsider and to vacate. It is further ORDERED that, no later than August 21, 2023, petitioner shall file a reply to respondent's response.
