Per Curiam. The parties' agreed motion to relinquish jurisdiction, filed March 15, 2021, is treated as Appellee's confession of error, and is accepted. Because Appellee concedes that due process irregularities and violations occurred during Appellant's informal hearing held August 6, 2020, the subsequent final order, rendered December 15, 2020, is hereby vacated, and this cause remanded for a new hearing.
