The joint motion for leave to file supplemental briefs is GRANTED. Plaintiff-appellant's supplemental brief shall be filed on or before February 9, 2023. Defendant-appellee's responsive brief shall be filed on or before February 23, 2023. Plaintiff-appellant's reply brief shall be filed on or before March 2, 2023.

Other persons or groups interested in the determination of the questions presented in this case may move the Court for permission to file briefs amicus curiae on or before February 16, 2023. Amicus curiae briefs shall be filed on or before March 9, 2023.
