Certiorari to the Court of Special Appeals. (Circuit Court for St. Mary's County, Mattingly, J.).

The cause was argued before MURPHY, C.J., and SMITH, DIGGES, ELDRIDGE, COLE, DAVIDSON and RODOWSKY, JJ.
