This Court is particularly concerned with the following issue or issues:
Did the Commissioner of the Georgia Department of Community Health apply the appropriate standard in rejecting some of the hearing officer's factual findings in connection with Northside Hospital's application for a certificate of need? See OCGA § 31-6-44 (k) (1).
