    The government objected, arguing that U.S.S.G. ยง 5K2.23 does not and cannot authorize a downward departure from a statutory mandatory-minimum sentence. The district court, however, relying on our unpublished opinion United States v. Doctor , 409 F. App'x 615 (4th Cir. 2010), granted the downward departure and sentenced Moore to 113 months. This appeal followed.
