    Defendant's second offense of conviction, possession of firearm by a prohibited person, presents a closer question, since defendant was in possession of the firearms when he arrived at Rachel Cornett's home on April 2, 2019. The Fourth Circuit's opinion in United States v. Crow, 256 F. App'x 595 (4th Cir. 2007) is instructive on this issue. In Crow, the Fourth Circuit considered whether an individual was a "victim" under the VWPA, in a case where the defendant pleaded guilty to possession of firearm by felon.
