Defendant is correct that the "[t]he Double Jeopardy Clause provides that no person should 'be twice put in jeopardy' for the same offense." United States v. Roman, 608 Fed. Appx. 694, 695 (10th Cir. 2015) (quoting U.S. CONST. Amend. V). The Supreme Court has recognized the "dual sovereignty doctrine" in applying this clause.
