ORDER
This matter is before the court on Appellant's Motion to Voluntarily Dismiss. Upon consideration, and at the specific direction of the panel assigned to this case, the motion is granted. See 10th Cir. R. 27.5(A)(9) and Fed. R. App. P. 42(b). Counsel is excused from attending the oral arguments scheduled for March 23, 2023. Appellant's motion for extension of time to file a reply brief is denied as moot.
