THE COURT HAS ORDERED THAT:

The Report and Recommendation is adopted and approved. Defendants' Motion for Summary Judgment (Dkt. 23) is GRANTED; plaintiff's claims against the “John Doe” defendants are DISMISSED without prejudice and plaintiff's 42 U.S.C. § 1983 claims against the remaining defendants are DISMISSED with prejudice. To the extent plaintiff purports to bring a claim pursuant to RCW 72.09.135, the Court declines to exercise its supplemental jurisdiction over any such claim.
