ORDER

On order of the Chief Justice, the motion by The Michigan Environmental Council for leave to file a brief as amicus curiae is considered and it IS GRANTED.

The motion by amici curiae Michigan United Conservation Clubs, et al, Michigan Boating Industries Association, and Huron-Clinton Metropolitan Authority for oral argument is also considered and it IS DENIED. Counsel for amici curiae are invited to be present at oral argument to respond to questions.
