Action for a judgment declaring null and void an advisory ruling by the defendant department of public utility control authorizing the named defendant to supply water services outside its franchise area, and for other relief, brought to the Superior Court in the judicial district of Hartford-New Britain at Hartford, where the court, Freed, J., granted the defendant department of public utility control's motion to dismiss and rendered judgment dismissing the complaint, from which the plaintiff appealed to this court. Affirmed.
