PER CURIAM

Appellee City of Houston has filed a Rule 29.3 emergency motion for temporary order reinstating temporary injunction. To preserve the status quo of the appeal while the Court considers the motion for temporary order, pending further order of this Court, we temporarily order that the trial court's July 22, 2020 Order and Temporary Injunction is reinstated until July 31, 2020. See Tex. R. App. P. 29.3 ("[T]he appellate court may make any temporary orders necessary to preserve the parties' rights until disposition of the appeal . . . ."). We invite the parties to file supplemental briefing on or before July 27, 2020. Pursuant to Texas Rule of Appellate Procedure 2, we order appellants to file the appellate record on or before July 27, 2020.

It is ordered on July 23, 2020. Before Chief Justice Rose, Justices Baker and Kelly
