MEMORANDUM OPINION

On March 4, 2004, the Court sent letters to appellant directing him to pay the filing fee and file the docketing statement for this appeal within ten days of the date of the letters. On March 5, 2004, the Court sent appellant a letter directing him to file proof of payment for the clerk's record or proof of documentation that appellant is not required to pay for the clerk's record within ten days of the date of the letter. All of the letters warned appellant that failure to comply would result in dismissal of the appeal. To date, appellant has not paid the filing fee, filed the docketing statement, or filed proof of payment for or entitlement to proceed without payment for the clerk's record.
