MEMORANDUM AND ORDER


Plaintiff seeks leave to proceed with this pro se civil rights action without prepayment of filing costs, etc. His application for leave to proceed in forma pauperis asserts that he has an income of approximately $2,000 per month, has various small sums in a bank account at various times, and that he will be able to pay the filing fees at some time in the future. In these circumstances, I consider it appropriate to require the plaintiff, as a condition of filing the complaint, to pay at least a small portion of the filing fee, and to require him to pay the entire filing fee within a reasonable time, as a condition of further proceeding with this action.

An Order to that effect follows.

ORDER

AND NOW, this ___ day of October, 1999, IT IS ORDERED:

1. Plaintiff's application for leave to proceed in forma pauperis IS GRANTED IN PART AND DENIED IN PART.

2. Upon the payment of $35.00 on account of the filing fee, the complaint may be filed and process issued. All further proceedings in this action will be stayed until such time as plaintiff has paid the balance of the filing fee (or has satisfactorily demonstrated his indigency).
