On December 22, 2023, the parties filed a Joint Motion to Consolidate in the above-docketed cases. Jurisdiction of the case at Docket No. 13574-20 is retained by Judge Christian N. Weiler. Jurisdiction of the cases at Docket No. 13912-20 is retained by Judge Tamara W. Ashford.

ORDERED that the above-docketed cases are assigned to Judge Christian N. Weiler. It is further
ORDERED that respondent's Motion to Consolidate is granted in that the above-docketed cases are consolidated for trial, briefing, and opinion.
