On March 2, 2020, Brandon Firenza and Derek Matta filed a Motion To Withdraw as Counsel seeking leave to withdraw as counsel for petitioners in this case. On March 24, 2021, Brandon Firenza filed his Motion To Withdraw as Counsel seeking leave to withdraw as counsel for petitioners in this case. On October 6, 2021, the parties filed a Proposed Stipulated Decision. Upon due consideration, it is
