ORDER

The motion for immediate consideration is GRANTED.

The motion to strike the delayed application is DENIED.

The delayed application for leave to appeal is GRANTED. The time for taking further steps in this appeal runs from the date of the Clerk's certification of this order. MCR 7.205(E)(3). Within 14 days of the Clerk's certification of this order, appellant shall order on an expedited basis a full transcript of the September 3, 2021 hearing that was held below, and appellant shall promptly file a copy of that transcript with this Court once it is available. The parties may reference that transcript and include arguments regarding its contents in their briefs on appeal. In all other respects, this appeal is limited to the issues raised in the application and supporting brief. MCR 7.205(E)(4).
