On order of the Court, the motions for immediate consideration are GRANTED. The applications for leave to appeal prior to decision by the Court of Appeals are considered, and we DIRECT the plaintiffs to show cause in writing in this Court by 12:00 noon on July 16, 2002, why 2002 PA 432 is not unconstitutional as a local act not adopted in accordance with Const 1963, art 4, § 29.
