ORDER
¶1 Department I of the Court, composed of Chief Justice Stephens and Justices Johnson, Owens, Gordon McCloud and Montoya-Lewis, considered this matter at its September 8, 2020, Motion Calendar and entered an order continuing the matter to the October 8, 2020, En Banc Conference. After further consideration of this matter, the Department unanimously agreed that the following order be entered.
