STATE of Wisconsin, Plaintiff–Respondent, v. Chou Seng MOUA, Defendant–Appellant.

The circuit court further concluded that Moua's claims were precluded by the procedural bar of State v. Escalona–Naranjo, 185 Wis.2d 168, 517 N.W.2d 157 (1994). 3 Moua appealed, and we affirmed. State v. Moua, No.2006AP2709, unpublished slip op. (WI App Sept. 18, 2007). Moua sought reconsideration, and the circuit court denied his request. 4
