Welch, J., dissents and would grant the writ application. I find the anonymous tip was not corroborated by the subsequent police surveillance; therefore, there was insufficient evidence to furnish reasonable suspicion of criminal activity based solely on the anonymous tip. Accordingly, the detective lacked reasonable suspicion for an investigatory detention. See Florida v. J.L., 529 U.S. 266, 120 S.Ct. 1375, 146 L.Ed.2d 254 (2000).
