       On initiative of this court pursuant to G.S. § 7A-31(a) and Rule 15(e)(2) of the Rules of Appellate Procedure, the following order was entered and is hereby certified to the North Carolina Court of Appeals:

       Discretionary review prior to a determination by the Court of Appeals is allowed ex mero motu.

       The case shall be docketed as of the date of this order's certification. Briefs of the respective parties, unless already submitted to the Court of Appeals, shall be submitted to this Court within the times prescribed by Appellate Rule 15(g).
