In Re: Blain Vincent Hebert, applying for supervisory writs, 22nd Judicial District Court, Parish of St. Tammany, No. 537471-1. BEFORE: HIGGINBOTHAM, THERIOT, AND CHUTZ, JJ.
WRIT DENIED. This Court is a court of review. Therefore, relator's requests for an evidentiary hearing and appointment of postconviction counsel should be directed to the district court. See La. Code Crim. P. arts. 930 & 930.7. Insofar as relator seeks review of the district court order denying his request for a free copy of the voir dire and trial transcripts, the allegations in the application for postconviction relief do not meet the requirements of the Code regarding factual specificity of claims. See State ex rel. Bernard v. Criminal District Court Section "J", 94-2247 (La. 4/28/95), 653 So.2d 1174, 1175 (per curiam). Furthermore, there is no indication that relator has followed the appropriate procedure for receiving a copy of the documents at issue herein by filing a motion for production of documents in the lower court.
