HUGHES, J., dissenting.

I am greatly troubled by such sharp practice that would deny these maternal grandparents a voice in the well-being of their handicapped grandchild. While the grandparents might well be not suitable as a placement for the child, to deny them any participation whatsoever in the process to determine the child's best interest is needlessly heartless. I would therefore grant the writ to allow them to intervene in these proceedings.
