In re: Edward James Armstead, Jr., applying for writs of certiorari and mandamus. Parish of East Baton Rouge.


Writ granted. The trial judge is ordered to review the applicant's last administrative hearing.

DENNIS, J., is of the view that this application should be considered as petition for habeas corpus and that an evidentiary hearing should be ordered.
