I agree with the result reached by the majority.

However, it is my opinion that the actions of the chairman of the Commission left much to be desired. I would caution him that he must be impartial and must give the appearance of impartiality. No less is acceptable. The parties are entitled to a fair and impartial hearing. The chairman must see that this is accomplished.
