IN RE: STATE OF LOUISIANA, THROUGH THE DEPARTMENT OF HIGHWAYS APPLYING FOR WRIT OF CERTIORARI OR REVIEW OR WRIT OF CERTIORARI, PROHIBITION OR MANDAMUS.


Writ denied. There is no final judgment. This Court will not interfere with the orderly proceeding in the trial court in the absence of a showing of extraordinary circumstances causing great harm or the showing of irreparable injury.

SANDERS, C. J., and BARHAM and MARCUS, JJ., are of the opinion that a writ should be granted.
