PER CURIAM. The petition for writ of certiorari is denied on the merits. See Topps v. State , 865 So. 2d 1253, 1258 (Fla. 2004) (holding that an appellate decision denying a petition for writ seeking extraordinary relief "on the merits" will preclude the litigant from raising the same issue again); Coleman v. Inch , 329 So. 3d 263, 264 (Fla. 1st DCA 2021) (applying Topps in denying a petition for writ of certiorari on the merits to establish a preclusive effect).
