On October 2, 2023, petitioners filed a Motion for Summary Judgment (motion). On November 3, 2023, the Court held a telephonic conference call with the parties. Because there remain genuine facts still in dispute the Court will deny petitioners' motion.

ORDERED that petitioners' Motion for Summary Judgment, filed October 2, 2023, is denied without prejudice.
