Motion for leave to appeal to the Court of Appeals denied, with ten dollars costs and disbursements. While we consider that the question involved in this case should be reviewed by the Court of Appeals, we deem it unnecessary for this court to allow an appeal or certify any question to that court which is expressly conceded in the brief respondent's counsel filed in opposition to this motion.
