Before the court is the motion of the defendants, the City of Richardson ("the City") and Bill Phillips ("Phillips") (collectively, "the defendants"), for summary judgment on the claims brought against them by the plaintiff, Angela Smith ("Smith"). For the reasons discussed below, the motion is granted in part and denied in part.
