Petition for Review, Application for Extraordinary Relief and to Assume Plenary Jurisdiction and Writ of Mandamus from the Order of the Commonwealth Court entered on December 19, 1988 at No. 2344 C.D. 1988 denying the petition of the Public Defender of Allegheny County to withdraw as counsel.
