ORDER


On April 19, 1999, the Court entered an Order granting defendant George Badger's motion to sever and stay the Commission's claims against him until after he has been sentenced in the related criminal case in the Southern District of New York.

IT IS HEREBY ORDERED that the Court's April 19, 1999 Order is vacated in part as follows:

1. The parties may serve nonparty subpoenas for documents and take nonparty depositions or serve other nonparty discovery pursuant to the Federal Rules of Civil Procedure; and
2. The parties may obtain information from nonparties in any foreign country, whether by document requests, letters rogatory or any other means, pursuant to the Hague Convention or any other international agreement or the law of the respective foreign country where the nonparties are located.
