In Sears v. City of Chicago, 247 Ill. 204, 93 NE 158, it was said in this regard there is no limitation upon the power of a municipality except "that its exercise shall be reasonable and in a manner to safeguard the paramount right of the public to the free and unobstructed use of the streets."
