We treat the petition for writ of certiorari as an application for mandamus and grant the petition. The trial court is directed to proceed with a determination of the petitioners' application for attorney's fees and costs. See First Development Inc. v. Bemaor, 449 So.2d 290 (Fla. 3d DCA 1983).
