Appeal from an order entered September 23, 1980, upon a decision of the Court of Claims, which dismissed the subject claim. Order affirmed, without costs, on the opinion of Presiding Justice Harold E. Koreman in the Court of Claims. Sweeney, J.P., Kane, Main, Mikoll and Yesawich, Jr., JJ., concur.
