JUDGMENT


This action came on for consideration by the Court, and the issues having been duly considered and a decision duly rendered,

It is ORDERED, ADJUDGED and DECREED that:

1. Petitioner's application for writ of habeas corpus is dismissed for lack of subject matter jurisdiction. In addition, petitioner is warned that if he persists in filing frivolous lawsuits, the court may impose monetary sanctions and bar him from bringing any further actions of any kind without prior court approval.

2. The Clerk shall transmit a true copy of this Judgment and the Order adopting the Findings and Recommendation of the United States Magistrate Judge to petitioner.
