Appeal from Superior Court, City and County of San Francisco; Frank T. Deasy, Judge.

Proceeding by Norman Russell against Allen Miller, as Registrar of Contractors, and others, for a writ of mandate to secure restoration of petitioner’s license as a contractor. From a judgment issuing a peremptory writ of mandate directing defendants to restore petitioner’s license and to dismiss the complaint against him, the defendants appeal.

Reversed.
