ORDER

It is ORDERED that the motions of the Communication Workers of America, AFL-CIO; American Federation of Teachers, AFL-CIO; American Federation of State, County and Municipal Employees, AFL-CIO; International Federation of Professional and Technical Engineers, AFL-CIO; and Public Employee Committee of the New Jersey State AFL-CIO for leave to file a single overlength brief in support of the motion to appear as amici curiae and as the proposed amici curiae brief (M-596) and for leave to file a brief and argue as amici curiae (M-597) are granted. The parties may serve and file briefs in response on or before February 20, 2020. Oral argument is limited to five minutes.
