The judgment of dismissal because of the plaintiffs' failure to file a bond is reversed. The report of the medical malpractice tribunal is vacated and there shall be substituted therefor as to Dr. Blumberg a finding that, upon the offer of proof presented, the evidence, if properly substantiated, is sufficient to raise a legitimate question of liability appropriate for judicial inquiry. The case is then to stand for trial.
