Before the Court is the motion of counsel James P. Whalen for appellant. The motion states that James P. Whalen and Ryne T. Sandel will substitute as counsel for appellant's counsel, Michael Mowla. We DENY the motion without prejudice because Mr. Whalen has failed to comply with Texas Rule of Appellate Procedure Rule 6.5(b). The Rules of Appellate Procedure require substitute counsel to deliver the motion to the party in person or through mail--both by certified and by first-class mail--to the party at the party's last known address. See TEX. R. APP. P. 6.5(B).

The clerk is directed to send a copy of this order to appellant, Dallas County Jail, #24017555, West Tower, 07P-13, PO Box 660334, Dallas, Texas 75226 and to counsels for all parties.
