Petitioner having moved to commence this CPLR article 78 proceeding as a poor person in this Court, and having moved for a writ of prohibition,

Now, upon reading and filing the affidavit of William J. Robinson sworn to October 2, 2015, the notice of motion, the notice of petition, verified petition sworn to October 2, 2015 with proof of service thereof, and due deliberation having been had thereon,

It is hereby ORDERED that the motion is denied on the ground that the facts set forth by petitioner fail to demonstrate merit to the proceeding.
