Pursuant to the order of the Supreme Court of the United States in George R. Ariyoshi, Governor of Hawaii, et al. v. Selwyn A. Robinson, et al., ___ U.S. ___, 106 S.Ct. 3269, 91 L.Ed.2d 560 (1986) the judgment of the district court is vacated and the cause is remanded for further consideration in light of Williamson County Regional Planning Commission v. Hamilton Bank of Johnson City, 473 U.S. ___, 105 S.Ct. 3108, 87 L.Ed.2d 126 (1986).
