On March 30, 2023, the Commissioner electronically submitted to the Court a proposed stipulated decision in this case. That proposed stipulated decision begins with the preamble, "Pursuant to the stipulation of the parties filed in this case, and incorporating herein the facts stipulated by the parties as findings of the Court . . . ." But there has been no stipulation filed in this case. Accordingly, it is

ORDERED that, by April 28, 2023, the parties shall file the referenced stipulation with the Court or submit a revised proposed stipulated decision omitting reference to a stipulation that is not in the record.
