Before the Court is an Appeal of Magistrate Judge's Order of March 15, 2005, and Request to be Heard by Chief District Judge, filed March 25, 2005, by William Morris Risby, pro se.

In view of the allegations in the complaint directed against me I recuse myself from handling this Appeal. The Appeal is TRANSFERRED to Chief U.S. District Judge A. Joe Fish for such further action as he deems appropriate.
