Appeal from Superior Court, Alameda County; Warren V. Tryon, Judge.

Mandamus proceeding by Harry Rhodehamel against the Civil Service Board of the City of Oakland and others, to compel the board to hold a promotional examination to obtain an eligible list for the position of senior account clerk and to terminate the proceedings for an open examination. From a judgment denying his application for a writ of mandate, the petitioner appeals.

Reversed.
