ORDER


AND NOW, this day of September, 2004, upon consideration of Respondents' Motion to Stay Magistrate Judge's Order Granting an Evidentiary Hearing (Doc. No. 20), Respondents' Objections to Magistrate Judge's Memorandum and Order Granting an Evidentiary Hearing (Doc. No. 21), and Petitioner's Response thereto (Doc. No. 23), it is hereby ORDERED that the Motion to Stay is GRANTED and the Objections are SUSTAINED for the reasons set forth at length in the Report and Recommendation issued in this case.
